REACH (Registration, Evaluation and Authorisation of Chemicals) is a European Community Regulation on chemicals and their safe use for humans and environment (EC 1907/2006) that entered into force on 1 June 2007.
The REACH Regulation passes the responsibility of managing the risks from chemicals from administrations to industry. Manufacturers and importers are required to gather information on the properties of their chemical substances and to register the information in the central database of the European Chemicals Agency (ECHA).
The procedures to characterize and register the chemicals are time consuming and expensive and sometimes it is not clear whether a particular product should be registered or which actor of the process –producer of the raw material, user…etc- is responsible for the registration. Moreover, equivalent imported shaped products are free of regulation, which detrimental for the competitiveness of the European industries.
Therefore, the REACH regulation constitutes one of the main concerns of the European the ceramic and glass industries, users of chemical products. 
The objective of this workshop is to put together the actors involved in the REACH Regulation of the ceramic and glass industries. It envisages to promote the discussion between the participants and the invited representatives of the EC -European Chemicals Agency (ECHA)- and of the major associations of the sector -CERAM-UNIE (European Ceramics Industries), PRE (The European Refractories Producers Federation), IMA Europe (Industrial Mineral Association), Frit Consortium IP Consortium (Inorganic Pigments), ECFIA (European Ceramic Fibres Association) and CEFIC (European Chemical Industry Council)-. The seminar will also count with the technical analysis of the Instituto de Tecnología Cerámica (ITC). Plenary talks from the representatives of the EC (ECHA), the product producers (CERAM-UNIE, PRE) and the ITC will take place in the morning. The afternoon will be devoted to a round table where the providers of the raw materials will also participate.

REACH (Registration, Evaluation and Authorisation of Chemicals - Registro, Evaluación y Autorización de Productos Químicos) es una regulación de la Comunidad Europea sobre el uso seguro para el ser humano y para el medio ambiente de los productos químicos (EC 1907/2006) que entró en vigor el 1 de Junio de 2007.
REACH traslada la responsabilidad de los riesgos de los productos químicos desde las autoridades públicas a las industrias. Para ello, obliga fabricantes e importadores a registrar los productos químicos con sus propiedades una base de datos central de la Agencia Europea de Sustancias y Preparados (ECHA
Los procedimientos de caracterización y registro son caros y temporalmente largos y a veces no está claro si un producto tiene que ser registrado o a qué industria –productor de la amteria prima, usuario…etc- le corresponde este registro. Además, los productos acabados de importación no están sujetos a regulación, lo cual va en detrimento de la competitividad de la industria europea.
Por lo tanto, la regulación REACH es una de las mayores preocupaciones de la industrias de la cerámica y el vidrio europeas, consumidoras de sustancias químicas.
El objetivo de este seminario es promover la discusión entre los distintos actores involucrados en REACH para las industrias cerámica y el vidrio.  Para ello, propone el encuentro entre los participantes y los invitados, representantes de la CE-European Chemicals Agency (ECHA)- y de las principales  asociaciones del sector  -CERAM-UNIE (Industria cerámica europea), PRE (Fabricantes europeos de refractarios), IMA Europe (Minerales industriales), Frit Consortium (Fritas) IP Consortium (Pigmentos inorgánicos), ECFIA (Fibras refractarias) and CEFIC (Productos químicos)-. El seminario contará también con el análisis técnico realizado por el Instituto de Tecnología Cerámica (ITC).
El seminario tendrá durará un día y tendrá lugar en el Instituto de Cerámica y Vidrio (ICV-CSIC). Se prevé la asistencia de 120-140 participantes, de todos los países de la CE. Por la mañana tendrán lugar conferencias plenarias por parte de los representantes de la CE (ECHA), de las industrias fabricantes de productos (CERAM-UNIE, PRE), y del ITC. Por la tarde tendrá lugar una mesa redonda donde participarán, además, los proveedores de materias primas.
